Social Latin American personalities claim for opening in Cuba
Fifty social personalities from Latin America have just subscribe the Declaration in Support of Freedom of Association and Speech in Cuba, taking into account that “the recent decision of OAS to leave without effect the suspension of Cuba is a chance to ask the government of that country to give way to the guaranties of a democratic system and open the channels of expression of its people”. The signatures of the Declaration are headed by Patricio Aylwin, former President of Chile and Chairman of Corporación Justicia y Democracia.

Website of Uruguay Office Launched
The Center for the Opening and Development of Latin America (CADAL) announces the launch of the website for Uruguay Office www.cadal.org.uy where one can find the activities organized in that country: Latin American Forum (event dedicated to the analysis of current political and economic issues in Uruguay and Latin America); Perspectiva Magazine (Representation in Uruguay of Perspectiva: Revista de Política, Economía y Sociedad de América Latina); and Criminal Law and Jail Reform (diffusion of the need to reform the criminal and jail system in Uruguay, and the search for consensus in the legislative power).

ANSES answered CADAL's request
Dated on June 26, but delivered on Monday, June 28 at 7:30 pm, the Social Security Federal Administration (ANSES) answered CADAL's request on the bonds share of that entity. The request was done according to the access to public information law.

CADAL denounced ANSeS for not complying with Access of Information Decree
Adrián Lucardi, Associated Researcher of CADAL, presented a letter before Anti-Corruption Office (OA) denouncing the Federal Administration of Social Security (ANSes) for not complying with decree 1172/03, of access of information, that obliges those agencies under the jurisdiction of the Federal Executive Power to give information to anyone requesting it.

The ''model'' in the provinces
This document intends to analyze the functioning of the “economic model” in the provinces, reflecting on the political impact which the current economic crisis could have there. The leading argument is that, since the country overtook the 2002 crisis, the provincial governments adopted a pro-cyclic model that is based upon a constant increase of public spending and public sector employment, which will enforce a cutback on expenditures, starting on June 28th.

Political modernization, institutional quality and democratic strengthening
Invited by FUNDACOR, Gabriel Salvia, CADAL's Chairman, gave a presentation on "Political modernization, institutional quality and democratic strengthening" at Ducal hotel in Cordoba city, Argentina. The event was moderated by Jessica Valentini, former Obudsman of Córdoba. During his presentation, Salvia analyzed the party institutional quality 25 years after the return of democracy in Argentina; unique ballot, "small tables" and simoultaneous open primaries; the advancement of legislative elections and testimony candidates; the subversion of the legislative process in Argentina and the current division of waters in Argentine politics.

CADAL presented a request of access to public information before ANSeS
Adrián Lucardi, Associated Researcher at CADAL, presented a request of access to information before the Federal Administration of Social Security (ANSeS). The request refers to the decree 1172/2003 of access to public information, that obligues those entities operating under jurisdiction of the Federal Executive Branch to give information to any person who requires it.

The Center for the Opening and Development of Latin America (CADAL) with the support of Instituto Millenium from Brazil published the Portuguese version of 2008 edition of the research report Democracy, Market and Transparency. Instituto Millenium is a think tank of research, diffusion and training on public affairs of government, politics, economics, society and culture, promoting values and principles of a free society.

Plataforma Democrática: Declaration of the Latin American Commission on Drugs and Democracy
With the support of Plataforma Democrática, a network where CADAL is member, the Latin American Commission on Drugs and Democracy just presented her conclusions. Created by former presidents Fernando Henrique Cardoso (Brazil), César Gavíria (Colombia) and Ernesto Zedillo (Mexico) and formed by 17 independent figures, the Commission has evaluated the limits and undesirable effects of repressive policies of "war against drugs" applied in Latin America.

Horacio Reyser named Director of CADAL's Business Council
The main objective of the Business Council will be to serve as a link between CADAL and the business sector while at the same time feed the organization identifying the most worrying matters of the national realities to submit them to objective analysis and research. The Alberto Marten Prize for Social Entrepreneurship honors the non profit organizations that combine ideas and action. Social entrepreneurship spirit, means the solutions develped by citizens who in a voluntary and private way give answers to social problems. Two NGO's alert Argentine taxpayers
Center for the Opening and Development of Latin America (CADAL) and Fundación Friedrich A. von Hayek are the institutions that publish "Burocratómetro: Un alerta al contribuyente argentino" (Boureaucratometer: An alert to Argentine taxpayers), consistent on a survey of all law projects presented by legislators annually, and an analysis of which would mean an increase in public expense; and if such expense has been taken into account by legislators or if they just state that the funds will be taken from general federal revenues.

CADAL urges not to vote in favor of Ziegler's nomination at UN
In a letter sent to the Ministers of Foreign Affairs of seven democratic countries member of the UN Council of Human Rights, the Center for the Opening and Development of Latin America (CADAL) expressed its concern with regards to the possible election of Jean Ziegler next March 26, 2008, candidate proposed by Switzerland as member of the Consulting Committee at the Human Rights Council. CADAL is concerned because Mr. Ziegler's nomination does not follow the requirement of honesty, indepedence and impartiality required for that job.

THE BEGINNING OF THE END IN VENEZUELA
Chávez has been forced to accept, in a clearly angry state, that Venezuelans did not want to turn their country into a totalitarian dictatorship. The election results in Venezuela may influence the other countries of what we could call the chavista axis, particularly Bolivia.
A REGION IN SEARCH OF ITS DESTINY
Beyond the threat of authoritarian populisms, Latin America’s problem is that it is not fully taking advantage of the favorable economic juncture it faces. Meanwhile, the emphasis its leaders place on redistributing wealth before creating it, impatience over the inequalities between its inhabitants and the instability -or more exactly unpredictability- of its political destinies stop investments from flourishing adequately and hamper growth.

The letter signed by Gabriel Salvia, Chairman of CADAL, was sent to the following officers: Dr. Alberto Juan Bautista IRIBARNE, Minister of Justice and Human Rights; Dra. Marcela Miriam LOSARDO, Secretary of Justice; Dr. Alejandro Walter SLOKAR, Secretary of Criminal Policy and Penitentiary Affaires; Dr. Eduardo Luis DUHALDE, Secretary of Human Rights; and Dr. Rodolfo MATTAROLLO, Undersecretary of Promotion and Human Rights Defense. CADAL promotes a Statement in favor of Press Freedom in Venezuela
The Statement joins to the concern expressed by prestigious international organizations for the political motives of President Hugo Chávez for decreeing the closure of Radio Caracas Televisión (RCTV), the oldest private TV station of the country, whose license expired on May 27, 2007. Also, the Statement points out that this political decision by the government of Venezuela of not renewing a license to a TV station is a serious worsening of freedom of expression in Venezuela, and it is in violation of the first article of Ushuaia (Democratic Clause).
