We reject both the dictatorship that Venezuela has endured for many years and any other violation of its sovereign capacity to freely choose its government. We regret the continuation of conditions that prevent the realisation of its democratic aspirations and foster the violation of human rights.
We call upon the governments of Latin America to assume effective leadership in the search for a peaceful solution to the current crisis in Venezuela. We urge all actors involved, both domestic and international, to commit themselves to the objective of ensuring the restoration of democratic order and full respect for human rights in Venezuela, in accordance with the principles and norms established in the Charter of the United Nations, the Charter of the Organization of American States, the Universal Declaration of Human Rights, and the Inter-American Democratic Charter.
In this regard, we recall that both Mercosur and the Community of Latin American and Caribbean States (CELAC) adopted democracy defence clauses that include guaranteeing transparent electoral processes. This did not occur on 28 July 2024 in Venezuela, to the extent that, to this day, its National Electoral Council has not published the electoral records or the results. The democracies of South America failed at that time to assume the leadership that the situation in Venezuela required. Now, the vacuum left by Latin America is being filled by the United States, under an administration that shows contempt for human rights and multilateralism.
In light of this situation, it is now necessary to strengthen Venezuelan democratic society, which has the most outstanding history of citizen mobilisation in the region. For this reason, CADAL commits itself to promoting, through its networks within the Latin American civic space, all actions that lead towards this objective.
CADAL reaffirms its commitment to full respect for human rights, including the human right to live in democracy, and its conviction in the value of international democratic solidarity, multilateralism, and the promotion and defence of democracy through peaceful means sanctioned by international law.
