Political Scientist Carlos Gervasoni was the guest speaker of the Foro Latinoamericano Buenos Aires, that took place at CADAL's office to analyze "The role of the provinces in 2011 Argentine presidential elections".

The Forum was moderated by Tristán Rodríguez Loredo, Director of CADAL's Advisory Council and had the support of Fundación Konrad Adenauer, Bodegas San Huberto and Jujuy Inn Apart Hotel de Rosario.

During his presentation, Gervasoni stated that Argentine federal politics is to a high extent provincial politics and that governors and federal legislators elected in different states are key actors in the federal scene. On this regard, he highlighted that national results are in some degree product of political decisions taken by governors and other state actors, pointing out the recent presidential election as an empirical and clear proof of the central role of provinces. Gervasoni stated that, like during the 90s, the federal government bases its power in a coalition of peripheric provinces characterized by being highly over-represented in the Congress, receiving huge fiscal subsidies from central government and showing doubtfully democratic political regimes. For the political scientist, it is no coincidence that the presidents who dominated Argentine politics in the last 22 years have come from this kind of provinces.

Carlos Gervasoni is professor at the Political Science and International Studies Department of Universidad Torcuato Di Tella. He holds a master degree on political science from Stanford University and a PhD from Univeristy of Notre Dame. He specializes on the study of democracy, provincial politics, public opinion and research methodology. He has published articles in América Latina Hoy, Comparative Political Studies, Democratization, Journal of Democracy en Español, Journal of Politics in Latin America, and World Politics.
