Reform of the Criminal Procedure Code

With the sponsorship of the Swiss Embassy in Uruguay, the Center for the Opening and Development of Latin America (CADAL) organized in Montevideo a seminar on ''Reform of the Criminal Procedure Code''. The activity was held in the Auditorium of the Bar Association of Uruguay and was attended by leading experts as guest speakers.

The seminar was opened by Gabriel C. Salvia, Chairman of CADAL and S. E. Hans-Ruedi Bortis, Ambassador of the Swiss Confederation in Uruguay.

In the first panel, Dr. Alvaro Garcé, Prison Parliamentary Commissioner, Dr. Jorge Diaz Almeida, Fiscal Court and General Procurator of the Nation, and Dr. Luis Charles Vinciguerra, Criminal Judge from Montevideo, exposed

The Prison Parliamentary Commissioner Alvaro Garcé analyzed "Criminal proceedings and preventive detention."

Meanwhile, the Fiscal Court and General Procurator of the Nation, Dr. Jorge Diaz Almeida, spoke on "The Role of the Public Ministry in the criminal indictment with special reference to the project of reform of the code under study at the Legislative Power."

The closing of the first panel was in charge of the Penal Judge from Montevideo, Dr. Luis Charles Vinciguerra, who referred to the "Publicity and orality in the Penal Process".

In the second part of the seminar, presentations were given by Drs Bernardino Real, President of the Bar Association of Uruguay and Criminal Defender, and Santiago Garderes, Assistant Professor of Procedural Law

Dr. Santiago Garderes referred to "The basic principles of the Project of Code of Penal Procedure."

Finally, Dr. Bernardino Real referred to "Defense and the principle of impartiality."

The Seminar was attended by a large number of judges, prosecutors and public defenders.

In attendance was Senator Ope Pasquet, legislative commission member who is responsible for the analysis of the project reform of the Criminal Procedure Code of Uruguay.
