Insecuity in Latin America

León Carlos Arslanián and Rafael Soares Gonçalves were the guest speakers at the Foro Catalinas, which was dedicated to the presentation of the 28th edition of the magazine Perspectiva about “Insecurity in Latin America.” Dr. Arslanián is a lawyer (UBA), an Associate Judge on the Supreme Court of Justice of the Nation, was twice the Minister of Security in the Province of Buenos Aires, and in 1991 was the Minister of Justice of the Nation. Soares Gonçalves is a jurist, city planner and historian, and the author of the book “The Shanty-Towns of Rio de Janeiro: History and Law in the 19th and 20th Centuries.”

León Carlos Arslanián and Rafael Soares Gonçalves were the guest speakers at the Foro Catalinas, which was dedicated to the presentation of the 28th edition of the magazine Perspectiva about "Insecurity in Latin America." The Perspectiva magazine is edited by the Institute of Political Science of Colombia and relies on the support of associated institutions in different countries for its distribution and circulation, which CADAL is in charge of for Argentina and Uruguay. This new edition of the Foro Catalinas was moderated by Micaela Hierro Dori, Program Coordinator for CADAL.

LEÓN CARLOS ARSLANIÁN is a lawyer (UBA) and an Associate Judge on the Supreme Court of Justice of the Nation. He directs the postgraduate program of Public Policy in Security (UBA), was twice the Minister of Security for the Province of Buenos Aires, and in 1991 was the Minister of Justice of the Nation. He was Secretary of the Supreme Court of Justice of Buenos Aires and a National Judge on the Supreme Criminal Court of the Nation. He is the author of, among other books, "A Possible Change: Crime, Insecurity, and Political Reform in the Province of Buenos Aires." He is the Chairman of the foundation "For Our Children" and is in charge of the website www.portalseguridad.org and the Argentine Institute of Public Policies in Security.

RAFAEL SOARES CONÇALVES is a jurist, city planner, and historian. He has a Doctorate degree in History and Civilizations (Université Paris Diderot) and a Post-Doctorate degree in Antropology (Ecole des Hautes Etudes en Sciences Sociales, EHESS, France). He is a post-graduate Professor at the department of Social Work of the Pontificia Universidad Católica in Rio de Janeiro. In addition, he is the author of the book "The Shanty-Towns of Rio de Janeiro: History and Law in the 19th and 20th Centuries" (published by Harmattan, Paris, France). Furthermore, he has written numerous articles about the shanty-towns in Rio de Janeiro as well as about urban issues in general for magazines and book chapters.

The Foro Catalinas is a cycle of cultural meetings that takes place at the headquarters of CADAL in Buenos Aires, and is dedicated to the presentation of publications, the showing of videos, and artistic expositions. The Foro Catalinas about Insecurity in Latin America is sponsored by the Perspectiva magazine, the Europa hotel (Montevideo), and the Jujuy Inn Suites (Rosario).
